The long road to education in rural settings: A look at transportation policies

Abstract

This article analyzes the policies through which the province of Catamarca proposes to implement the right to secondary education in rural settings. In Argentina, education has been established as a human right since the incorporation of international treaties into the 1994 National Constitution, implying its mandatory implementation. The study focuses on scholar transportation policy as an essential factor in guaranteeing students' access to rural schools. To this end, a documentary collection of regulations, resolutions, and provisions issued by the provincial agencies in charge was conducted, from 2012, when the rural education system was implemented at the secondary level (Law 26.206), to the present. In addition, a search was conducted of news reports from local media outlets that reported local protests by students and families regarding failures in the implementation of transportation policy. The various policies implemented over the last 10 years remain disconnected from the territorial specificities of rurality
