Origins, Features, and Implementation of Care-Related Public Policies in Rural and Agricultural Contexts: The Buena Cosecha Program in Tucumán, Argentin

Abstract

The purpose of this article is to describe and analyze the genesis, characteristics, and implementation of the Buena Cosecha program in the sector of agricultural wage workers in the province of Tucumán, Argentina. This public policy, aimed at eradicating child labor and protecting adolescent labor, has a direct impact on the issue of childcare within this population group. This approach situates the analysis within the field of studies that explore how care becomes a public issue through state action, in articulation with various actors—both public and private—and within the framework of specific regulations related to agricultural employment and the prevention of child labor. Furthermore, the article examines the implementation phase of this program in two rural towns in the province of Tucumán, with the aim of identifying how this public policy interacts with the dynamics of the actors present in the territory.
