Abstract: The mountains of Córdoba, main tourist attraction of the province, are a progressively complex and vulnerable hydrosocial territory, this situation is not recent but rather the result of a long-term socio-natural co-construction process. In this article we propose to reconstruct and interpret how the historical interaction between social and biophysical dynamics since the end of the 19th century in those territories allows us to question those projects that are presented today as the final solution to the "Water problem". For our analysis we used both primary and secondary sources, including laws and decrees, newspapers, manuals, technical reports, documents from national and international organizations, and scientific research, among others.
