Social and economic changes in rural territories have required new proposals and actions to achieve rural development. Costa Rica State has implemented efforts to assist the rural population according to the territorial rural approach. Recognizing that rural poverty is persisting, it is necessary to analyze the results obtained, specifically in the productive and institutional spheres using Productive and Institutional Development Index (PIDI). Despite rural development programs, conditions of poverty, social and productive underdevelopment persist in rural areas, including significant differences between territories.
