Abstract

The policy of subsidies and financing to Mexican agriculture requires rethinking to generate economic development. The objective of this work is to carry out a comparison of the percentages of subsidies and financing exercised by dependencies in the Mexican field in 2007 and 2011; both in monetary resources and in the number of beneficiaries. It includes a trend projection from 2003 to 2017 of the amounts exercised by SAGARPA and SEDESOL. The results show an unequal proportion in the implementation of financing granted to large agricultural producers, with respect to subsidies received by small and medium-sized producers, of little amount and mitigating their poverty. This strengthened the agricultural area and a surplus in the Agri-Food Trade Balance from 2015. However, yet, the success in exports, Mexico remains dependent on imports of food such as maiz, with effects on its food self-sufficiency.
